Construction of the river began in 1996, but for economic reasons was stopped for nine years. In 2005, construction continued and was finished in 2007. It was inaugurated by the Mexican President Felipe Calderon Hinojosa, Nuevo León's governor Natividad González Parás, and Monterrey's mayor Adalberto Madero in celebration of the 197th anniversary of the Mexican War of Independence.
It is one of the most important attractions in the city. It was also part of the 2007 Universal Forum of Cultures' attractions.

- The main attraction of Paseo Santa Lucia is the navigable channel with a depth of 1.20 m. For him sailing small boats with capacity of 20 to 40 people which do a tour with a guide.
Among its facilities are: fountains, bridges, murals, museums and restaurants. El Paseo St. Lucia, begins its journey at Dr. Coss, east of the Macroplaza, Plaza 400 years, where are located the Government Palace Museum, the Museum of Mexican History and the Museum of the Northeast. The route crosses the streets of downtown to the east until you reach Avenue Felix U. Gomez; at that point the tour continues in the grounds of the new "Park Fundidora 2", on grounds of an old metallurgical company, continuing until the great lake of Fundidora Park.
